This gives me a thought:
If you are the in power Elite, and you fear that there's going to be social or economic breakdown, you might worry that some of your secrets might be revealed.
What happens when you can't afford to pay the guards to guard the nuclear plant because of economic chaos? Well, the general public might start going into the plant looking for something to loot, and discover that there's no reactor core in there like you might expect. In order to prevent this from occurring, you might go and destroy the plant before the social breakdown occurs.
That makes me wonder. In Japan, they've been in recession for twenty years. Their debt is worse than the USA. So maybe they're going the way of Russia, so they destroy their reactors. Germany is going to go broke funding the EU.
Is destroying or shutting down nuclear power stations a sign that the power elite in that nation fear that the 'handwriting is on the wall' for that nation?
